Summary (a quick, 2-3 sentence summary):
Directly put a large comment implying that the user must read the header of the forum ban appeal section.
Benefits (How this will benefit the server and game as a whole):
Forces them to read the darn thing.
Somewhat reduce the amount of un-necessary staff-manipulation regarding deletion and treatment of said appeals.
A greater user-friendliness. Which will entail a greater sence of respect, friendship, servitude and then eternal slaving from the playerbase to the staff.
Details (Description of how you think this would work, the benefits, etc):
Basically, slam a big textbox or whatever in the section as to force people to read / delete it.
If the user doesn't delete it or whatever, you can even go with the idea that they didn't care to make a proper appeal and section it out, giving you another reason to slap their hands.

Making the rules as easy to find as possible never, ever hurts. By default, you don't see that red bar until you scroll up, it's very small and out of the way, and I didn't know it existed for my first week.

Unnecessary really, if you are genuinely wanting to appeal, you will probably read the the giant red letters that are the first thing you see when you open the ban appeal section.

It truly doesn't hurt and wouldn't take much time though.
At worse, it'll make the people appealing for unban feel more responsible for their mistake for doing so (Since a ton of people forget the header)
