Summary: To make a complicated suggestion simple, I suggest a vote based system akin to /tg/station where players, in their player panel, are asked to chose their map/gamemode preference between LV-624, Ice Colony and Whiskey Outpost (Or just LV-624/Winter and Whiskey Outpost).
The vote scores are weighted at the end of each round, initially each vote is worth one vote, but as one map is played constantly the non-played maps gain a boost in their voting weight until they are eventually played on rotation.
For example. LV-624 gets 15 votes, Whiskey Outpost gets 5 votes. First round LV wins so the round goes to LV-624. Second round the votes remain the same, but the WO votes are given more weighting, now they are worth 9 votes so the round goes back to LV. Third round the WO votes are weighted further and are now worth 14 votes. Fourth round the WO votes are now worth 18 votes so the map swaps to Whiskey Outpost. After that round the WO votes go back to normal, so they are now just worth 5 votes.
Everyone by default would have their vote set to the server default map, a host setting, likely being LV-624.
Benefits: This will allow the server to automatically swap to different maps without admin intervention. In addition this would let us see non-standard maps more often. However the cons to this are that it requires a lot of coding to get the system working, and it means all maps on offer have to be fully functional without need for a admin to be overseeing the map.

I'm afraid that people would chose WO so much that the system would out weight 100 or more players.

Edit: Joking aside: the issue with this is that the server has to be physically recompiled by an online head of staff in order to change that map, so it's not as easy as tg game modes. I'm pretty sure this wouldn't work how you think it would

If you delve into resolved suggestions/bugs you can find a lot of posts suggesting this already. Such as: viewtopic.php?f=86&t=11041&p=116964&hilit=vote#p116964, viewtopic.php?f=59&t=10940, and viewtopic.php?f=86&t=11669&p=124187&hilit=vote#p124187 Frankly there are probably a lot more that I didn't link but you probably get my point. This is something that would be great, yes, however if you look at the last link I posted this is already something the devs have in mind, but are currently unable to do. As such this will probably get denied for being a duplicate.
