Benefits (How this will benefit the server and game as a whole):This will help a lot when the xenos , like always in all the round , take down the comms and the marines are totally alone.With this rank or item , the idea is to allow at last 1 marine to send a msg to the ship.
Details (Description of how you think this would work, the benefits, etc):The idea is to send 1 msg each X amount of time or just allow to have a stable and always continues line with the ship.The bag or the rank should have a battery to make this happen so they don't abuse of it and we could give them a cam or the option to send "pics" and upload it to the ship.

As much as I know people would love this, it's very near impossible.
It would require around 80% of the T-comms code to be rewritten. T-comms, is all relayed to a single layer which is setup with the T-comm array. All the T-comm devices on each Z-level just move that stuff onto the proper layer, then show it properly when it returns.

And what if we use the same code and items than the PDA? All we need is to change the icon past copy thr PDA code an add a CD for ech time we send a msg.
