Steps to reproduce:
1.Get a PDA
2.Send message through it to some other person with a PDA
3.Get this message "ERROR: Messaging server is not responding."

PDA Messages don't work.
Bug Description: Sending PDA messages. (The most underused and fun thing ever thank you very much, very important for my sexting.) It doesn't work. I just think something in tcomms wasn't set up correctly or spawned to allow PDA messages since they kinda serve no purpose.
