Bug Description: Medic options are oddly limited in the console. As in, I can make them captain (not commander, captain) or chief engineer, but not a PFC. I did this with an MP ID as authorization, by the way. I assume most roles are equally glitched.
Steps to reproduce:
1. Take a medic ID, put it in the ID machine.
2. Try to change their role.
3. Fail.

I checked this round, and they were less broken. As in, the screen popped up (a new one, so I assume that was intentional).
