Revert defib ID lock

Summary (a quick, 2-3 sentence summary):
As per topic, remove the ID lock on defibs and replace it with a viable mechanic.

Benefits (How this will benefit the server and game as a whole):
This will allow for survivors to be potent at more than surviving.
This will allow for survivors to have a role beyond surviving.
This will be actually prove more useful and legitimate than a two-liner restriction.
PMCs will be able to use it, along with other specialized ERTs that SHOULD KNOW.
This'll remove some retarded follow-up on every future changes reguarding a feature that doesn't need said limitation.

Details (Description of how you think this would work, the benefits, etc):
Either use the following two:
A) Revert the change to re-allow it. Put some logs in so that you can track usage.
B) Allow for anyone to use it, but place a skillset for it that scales from 0 to 100 allowing for progressively better usage.
Failing doesn't increase it, but succeeding gives some points.
More points allows for better success ratio, medical roles start with it maxed or nearly so.

Implementation (Optional, if you have an idea how to implement it):
A) Revert the lock part to a simple 1-liner addition to a log file or similar.
Creation of said log file and possibly category.

B) Creation of a skill-set for medical (We already talked about it in the past and that's something some of the staff wanted).
Setup of said skillset to all mobs.
Addition of failure mechanism over the current ID lock.
Addition of points on the skillset depending of success in the DB.



PS: I never said anything about changing the rule, so you guys can still ban people trying to raise said skillset while not able to use it as per their role or w/e.
PPS: You can always just put both suggestions in so that you can do so and track people using it.
PPPS: I don't really care about the skillset; Although, Suggestion's mostly about reverting the ID lock since it locks potential for many-a-role and we've already seen it's an hassle to track stuff like PMCs having smartgunner access, etc.
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.
