Voice Recorders don't work.

Bug Description:
The tape recorders that start in security and other places and that can be made from autolathes, don't actually record voice. I performed an interrogation while holding an active tape recorder and also with one active on the table, afterwards both of them showed nothing but silence, in printed transcripts as well as simply replaying them.

Steps to reproduce:
1.Pick up recorder and start recording
2.Stop recording and try to play it back or print a transcript
3.cry that you have nothing to give command from a 10 minute interrogation
