Soda Fountain is ID Locked for Marines

Bug Description:
Per the title.

Steps to reproduce:
1. Join as a marine.
2. Head to your nearest Soda Fountain.
3. Get confused as to why the sugary sweet goodness of liquid diabetes and liver failure is ID locked.

Note, I've ahelped about this and TexasTwoStep responded to my Ahelp. He's hypothesized that the Soda Fountain is actually a reskinned and retooled version of a chemical dispenser, because of the amount of chemicals that are dispensed in such a short period of time.

Also, I've recollected all of the times I've used the soda fountain as a marine, and I've remembered that it worked fine before. And considering Supermichael777's comment, this change could be recent.

Booze dispenser is not a vendor, that would be Booze-O-Mat. Booze dispenser functions basically the same as a soda fountain, with the only difference that you add various alcohol to the mix, not sugary drinks. You can find one in the Commandant's Quarters (South-west Nexus) on LV-624.
