Executive Officer Cannot use Smartgun

Bug Description: As the title implies, the Executive Officer doesn't have the ability to use the Smart-gun due to it being ID locked. Not really much else to be said.

Steps to reproduce:
1.Be Executive Officer
2.Get Proper Equipment and smartgun.
3.Try to shoot, and get "Smartgun-(wielded) is ID-Locked!"

End up looking like this poor sod.

I'm sure that isn't a bug, but intended.

If I remember correctly, only Commanders and smartgunners had the appropriate 'training' so to say for the weapon.

Nooo? Executive Officer has proper training as well.

Intended. The CO's Smartgun is meant for the CO's use only.

Intentional.

The CO is a WHITELISTED position, hence our trust with a fancier weapon.
