zombies do not seem to be able to interact with emergency shutters

Bug Description: maybe i was doing it wrong or using the wrong intent for it, but the last few times ive been a zombie, emergency shutters really stumped me, which is strange, given that zombies are strong enough even to eventually break open welded doors

Steps to reproduce:
1. be a zombie
2. somebody hits the button that makes emergency shutters drop
3. try lifting or interacting with the shutters
