Incinerators cannot fire through Grilles and Girders

Bug Description:
When attempting to fire through a grille after a window was broken by an alien, I would click on the tile beyond it. The audio cue for firing the flames occured, but there was no fire. Ammo was fine, as I was able to shoot it elsewhere without issue. Possibly might want to check if a failed shot of fire consumes ammo.

Steps to reproduce:
1. Stand next to grille or girder.
2. Attempt to burn something past said girder or grille. (It ain't me~!)
3. Feel my disappointment.
