Medbot Reporting Broken?

Bug Description:

When set to do so, Medbots normally/should announce over the medical channel the name and location of the person they're treating; this functionality currently seems to be broken.


Steps to reproduce:
1. Unlock the Medbot interface with ID and turn on medical/patient reporting.
2. Have the Medbot treat a patient.
3. Watch as the patient's location and name are not reported over the medical channel as it should.

'Intended'. I removed the code for it, it was in my way. But if people really want it we can rewrite it.

Please rewrite it, yes; this functionality is extremely useful for Medbay as it lets the Medbots act as a sort of automated receptionist/patient notifier/pager for areas the doctors aren't at.

Autodocs are lore friendly and they're fairly prolific; not quite a medbot but it would be nice as an alternative if they're getting removed.
