Ice Colony Survivors spawn w/out survival pouch

Bug Description:
Survivors on ice colony spawn without a survival pouch, or gun. Don't know if this is all survivors, at the very least the PMC survivors do not.

Steps to reproduce:
1.Be PMC survivor on Ice Colony.
2.Check pockets, hands, and belt.
3.Be sad and bleed out later when you have no bandaids, or gun to combat the runner rush without knowing where both of those things are.
