Questionable Use of BE - Kneez

Your Character Name: Garth Pawolski
Accused Byond Key(if known): Kneez
Character Name: I'm not sure what name he uses for CO, haven't played in a while.
Approximate time and date of the incident (Central US Time for fastest results): A round earlier today is the best info I've got.
What rule(s) were broken: I'm making the report specifically because I'm unsure if any rules were broken here but believe what happened wasn't in-line with the rules.
Description of the incident: According to a conversation with Kneez, there's been an incident where, as the CO, he's recieved a letter of mutiny somehow from the XO, Bob Shoe, who was already in the brig for charges unknown, so, Kneez has gone to him in the brig, released him before his time was up, told the XO he forgave him, brought him back to the CIC, showed the XO his own letter and BE'd him for it. Now after talking with Kneez he said he did this because there was no CMP, meaning a standard execution wouldnt have been possible, I argued in that case Permabrig would've been the better choice. What I'm curious about is A. Was it acceptable for Kneez to release the prisoner before his time was up without consulting MP's in order to trick and execute him, and B. If not, is permabrigging the proper choice in a situation where there is no CO/CMP/Neither?
Evidence (screenshots, logs, etc): I'd bother posting logs of the conversation in discord but I trust what Kneez has said to me.
How you would punish the accused: As per the norm if it is not-acceptable behaviour I guess, I just wanted this incident double checked really.

Ok, so, As MP main I will put my thought on the matter:
This is illegal. Plain and simple.
You CANNOT let a prisioner free if there's MPs aboard. This is literally jailbreak. If you went to the to release him WITHOUT MPs consult, I would just have brigged his ass and put on perma.
Second, he can't take a prisioner that did not got released fully, since it was jailbreak, say the charges are forgiven, again, No aCMP said his charge is forgiven, and be done with it. 2 strikes here.
The third strike was after "supposedly" being forgiven, he BEs the XO for a letter of mutiny...? After he was on brig? Really? Like, are you serious? This is literally baiting the Marine law to BE someone.
If the incidents happened like you did, yeah, this was completely illegal and rule bending to BE someone.

This round was a few days ago, my XO was Bob Shoe, Lumdor, had been arrested on charges of Neglect of duty from sending down all our SOs just to die after ARES requested action. After begging forgiveness and being stripped of a medal I gave him, he sent me a letter through an SO. This letter declared mutiny and he was justified in his actions. I saw him as too great of a threat ICly to leave him be. Once he was released, he would rally men and attempt to overthrow me, which would cause lots of needed bloodshed on my already weak marine forces.
If I misunderstood this, then please educate me about this.

I don't know how far this case is going to get before Rule 6 kills it, but I believe due to the fact you weren't directly involved in this, the report should just be closed under Rule 6 now or conclude that Rule 6 isn't going to shut this down and carry on from there.

General is more suited for topics about who certain things work. Reports are mostly deciding if an action was breaking a rule and should a punishment be handed out.

Resolved.
You need to be involved directly or at least indirect.
Overhearing something bad isnt grounds to make a Report.
But i was online for this and did see it go down myself, given the situation and lack of any complaint from Lumbdor its fine.
