I don't know that, because I've done it and seen other people do it recently. You can't upgrade, but your evo timer actually still ticks up. It probably isn't supposed to, but it definitely does and you can evolve if you have full plasma. Try it yourself.

If you want to be really annoying, just casually go around Almayer slashing random lights. The more obnoxious you are, the more likely marines get called off the front lines to put an end to you since the Marines are otherwise forced to waste resources repairing the minor damage you cause or leave large areas unlit where you can maul random people without warning.
