Usually they are automated after a distress signal and pick a handful (I think up to about 7) of players that opted in. Admins sometimes use them for events but I don't believe you can spawn as one at round start - they ask people to observe and opt in
They're so bald because, no matter what, the ERT members are always selected from the dead.
