Marine short-stun options on Benos
Would it really be poorly balanced if Marines could get short-stuns on xenos like shotgun slugs do, but through dealing enough damage with the M41?
The only kills marines tend to get are from either PB shotguns, or explosive stuns that enable followup killshots.
If xenos reduced below 25% hp had an RNG stun chance with further damage past that point, equivalent in length to the slug shotgun stuns, we might actually see them die from regular gunfire every now and then.

The only kills Xenos tend to get are from either pounces, or neuro stuns that enable followup slashes.

Pain crit has nothing to do with stuns, besides xenos go into crit too.

no, see, here's the difference. Paincrit you're still conscious and can't move or do anything, but it's possible to spend up to half an hour in that state. It's basically the most evil kind of stun you can put someone into. Some benos even exploit this to prevent their captures from being able to get away.
Xenos go into crit and they're basically dead if another xeno doesn't drag them off, so they just have to wait for another larva.

Well if no one helps you and you stay in pain crit for an hour you are basically dead too. yeah, and it's useful to note that Marines have a much harder time recovering than xenos do. Asking for an RNG chance of a xeno that gets filled with lead to be briefly stunned doesn't seem like much when Warriors can fracture bones with a single punch and that requires being put out of the game for more than 10-20 minutes or Ravagers can delimb people with insane ease.

Nesting, Paincrit, and Ravagers are some of the most evil inventions known to marine kind.
I kid (kinda), but to get back on topic... the answer is that it wouldn't change much. The shotgun is feared not so much for it's stun but more to the fact that the stun is INSTANT. One shot and it stuns the xeno. Meanwhile, if you have the time to unload clips of the pulse rifle into a xeno... the xeno is probably already screwed, running away, or about to fall into crit anyways. I really only see this making the defender's jobs harder.

Meh...
Two words that should replace "short-stun" are: "Slowdown Mechanics". Xenos should slow down when they are hit for a tick, or two. Slug shotgun should "freeze" T3's like snow does. I can't belive snow layer can stop xeno for a moment, but shotgun slug to the face is like a pebble throwed by 4-years old child.

Xenos cant go into pain crit, only hard crit where they're unconscious

You can actually stunlock xenos big time with M41A.
Its called loading up the Grenade Launcher with HEDP.
And after the explosion(s) you just finish up the kill.
