Bug Description:
Mp jail cell lockers can be opened by anyone even if the prisoner doesn't have a id they can open it..
Steps to Reproduce:
1)Take off your id
2)Click on the locked locker
3) The lock is unlocked
4) retrieve all your gear from inside

Actually you can just click on the locker (done it myself)
