Light Floor Tiles Don't Emit Light?

Bug Description:
Per the title.

Steps to reproduce:
1. Make a light floor tile.
2. Deploy the light floor tile.


Also it would be nice if there was a way to repair flickering floor tiles; perhaps with additional coil?

I will wait on Apophis' input here as to whether light floors should be emitting light or not.

Common sense says they do but we recently have had some trouble with lag, and this might worsen things.
