Faster Chem Dispenser Recharge Rate + Hand Labeller in Research

Summary (a quick, 2-3 sentence summary):

Per subject.

Benefits (How this will benefit the server and game as a whole):

Prevents sci from running out of chem charge way too fast. Literally translated its entire charge into 50/50 synaptizine smoke nades within 15 minutes of hitting Sci, and that includes the time spent making shit via the Autolathe; if I made Potassium Water nades, it would be even faster.

It took forever for that damn thing to recharge enough to make even one more grenade.

Also, the chem lab definitely needs its own handlabeler, rather than one shared between Sci and Medbay.

BTW, how long does it take the chem dispenser to regenerate one unit of charge? A full minute? If so, 60% to 100% of an entire round to fully recharge is all kinds of crazy.

Well it doesn't even make sense to have a scientist on board for making grenades when they can just stock up on grenades/explosives at any port.

Should be replaced by a firearms technician Who maintains and upgrades marine combat gear, the guy who puts the flashlights on shit and handles specialist gear, heavy weapons and explosives?

Well if we don't have grenade making, we should at least have a Cargo-like requisitions department for ordering supply crates ala base SS13; Quartermaster role.
