Requisitions Too Slow
The current method is far too slow. One person manning the desk, with each requisitioner taking three items, takes around 20-30 seconds of the round (per requisitioner). Additionally, the vending machine has a tiny capacity, leading to a shortage of weapon attachments very quickly. It needs either an additional (or two extra) requistions officer(s), or an automated system. Storage capacity also needs to be ramped up. There shouldn't be a need to ration weapon attachments.

I agree with the capacity part.
There does need to be a slight bump in the amount of attachments available.
But that's where it draws to a close for me.
I believe, if skilled enough, the job can be done easily by one person.
Having two RO's seems odd to me, especially for such a simple task.
Handling cargo and disclosing attachments isn't so bad.
Take a look at Medical. Now THEY have their hands full.

I had to wait until after briefing before the assigned RO could finally give me an attachment (10ish mins). And he was giving out one attachment at a time.

Well from what I understand each marine idealy would be alloted about one attachment, with SLs and specialists getting two or three.

I use two M41As and a M4A3 as a standard, and I ask only for three attachments (silencer + two foregrips, with the latter taking priority). Why should a specialist be allowed more than me when they get smart guns, rockets, grenades, and I get a peashooter and two rifles? In my brief time of being RO, my method was to:
Always examine the person to see what job they were.
If I remember correctly, the supplies were something like this? (More or less, I don't remember)
7 Suppressors
25 flashlight
25 bayonettes
5 red dot sights
20 grips
2 stabilizers
NOBODY on the Sulaco was allowed to have an attachment, I handed them out to Marines exclusively.
I asked beforehand what weapon they planned on using, unless it was in their hand.
Limited basic marines to TWO attachments
Usually a bayonet and grip, depending on weapon then informed them to get a flashlight and screwdriver it. (Some cases I made them one/gave it to them)
NONE of the basic marines were given red dot sights (Due to there only being 5 I handed them out to the SL's and as the round progressed they were given to others)
The two gyroscopes were also SL exclusive but I would have offered if someone had the M42C Scout (Personally I don't like the gyroscope due to the clip decrease)
Never gave doubles to any ONE marine. No matter how many weapons they had, they received only one of the attachment type. (Not including flashlights however)
I tended to OFFER squad medics suppressors as it seemed more fitting.
Turned down those using the assault riffle when asked to have silencer in favor for bayonet. (Thinking back- I should have just gave it to them, was trying to rationalize)
Turned down those wanting a grip for the SMG due to the two handed drawback. (While this isn't a problem, it'd most likely just be better to get an M41A.)
I've only had three round experience but that's what was gathered.

I easily work alone as RO. Even more, I don't like when cargo techs are getting in my way and mess up with crates.
Two attachment per marine, three for SL. This includes webbing, but flashlights are free, since I can print them.
I give any attachment marine asks, if it presents, cause every round maximum two SLs ask for red dot.
If marine ask me to choose attachments for them, I usually give: SMG - red dot/flashlight, silencer. M4A1 bayonet, grip/bipod, flashlight.
By the way, dunno why, but I really like SMG with red dot, supressor, grip.

What we need more than anything is a proper disposals system + wrapping paper and tagger so Requisition can efficiently deliver to different parts of the Sulaco, and certain productive segments of the Sulaco can deliver goods to it for further distribution (Chemistry/Sci). Further, Requisition request consoles, like those that normally exist in each major ship department would be great.
When making combat drugs/battle meds/explosives and such, it'd really be nice to just flush it all down a disposal for Req to dole out.
