I can almost guarantee that no, you aren't allowed to take the Xeno's brain and insert it into a borg.

I'm also pretty sure they're only admin spawnable, for events? OR EVEN A NEW GAMEMODE.

Xenoborgs as I UNDERSTAND THEM (I do not know for sure) are something of a Weyland Yutani trump card, a reward when the Weyland Yutani rep is competant, mature, intelligent, and professional, and the marines need a little extra help from the corporation.

However, at this time the Xenoborgs are still under development so they cannot be used. The one time they were used it was for a test. Xenoborgs are spawn-in only at the moment and it's very unlikely that they'll be allowed for players when they are released.
