Repairable helmets

Summary (a quick, 2-3 sentence summary):Make helmets repairable, so People won't have to send in 40 new helmets via crate for distribution.

Benefits (How this will benefit the server and game as a whole):Marines will have a better chance at fighting hit and run aliens.

Details (Description of how you think this would work, the benefits, etc):Make the helmets repairable via welding tool, but make it so it takes time and alot of fuel. People would probably bring 20 welding tools instead of helmets, so that's discussable.

Implementation (Optional, if you have an idea how to implement it):See above.

-1. There are plenty of helmets in Sulaco. You can easily ask for supply drop, RO easily can go and take 7 helmets in backpack in addition to your request of mines/ammo/medicine and so on.

The only helmets I would say could be fixable to some extent is the B18 Helmet and maybe the SL Helmets, otherwise there's a over-abundance of regular Helmets on the ship.

Look "SL's armor crate" in RO's console. Though B18 MAYBE can be repairable, but this is too OP for this armor, I guess.

I suggested the SL simply due to the camera, I honestly think the Camera should be on the armour but I'm going off topic.

I think the B18 Helmet should be somehow fixable (maybe with Plasteel or something) simply because its a hefty investment for a Spec to get.
