Summary (a quick, 2-3 sentence summary): add an (Inside) tag to the name of tiles that are inside areas.
Benefits (How this will benefit the server and game as a whole): This will help marines know precisely where orbital and spawn beacons are not allowed.
Details (Description of how you think this would work, the benefits, etc): For example, a dirt tile. Add (Inside) at the end, so when examined or moused over it says "Dirt (Inside)"

You could also probably just have it area based, with an indicator either on the HUD or in your status panel.

This would be silly levels of silly, since we have several maps. It's pretty obvious which tiles are inside and which aren't.
