Before I continue, I'll just say that I'm not completely sure about how the job spawning system works or such thing was suggested already so correct me if I'm wrong.
Summary (a quick, 2-3 sentence summary): Changing the allocation system for marines from filling each individual squad with it's two medics/engineers to having the game assign one medic/engineer per squad first, and after the first four medics/engineers are assigned, adding a second of the class to the squad.
Benefits (How this will benefit the server and game as a whole): It will prevent squads from being left without a medic/engineer as it often occurs when only a handful of people pick those jobs and avoid situations like this one: http://i.imgur.com/9dwByacl.png
Details (Description of how you think this would work, the benefits, etc): It's best if I illustrate it with an example. You have four squad engineers. Right now, I believe it would assign two to Alpha and Bravo. With my suggestion, each squad would get an engineer each and only the fifth engineer would then be assigned to alpha as a second one, sixth engineer would double Bravo's complement and so on and so forth.
Implementation (Optional, if you have an idea how to implement it): No idea.

I think that's a good idea, the game should be looking to try and evenly spread out marines and special marine jobs (medic, engineer) among all the squads instead of filling up the first few squads.

I'm going to be redoing the job assign system, and "hopefully" adding a squad preference system.
Additionally, I'm going to make it limit squads depending on number of players.
