Add a delay to Stasis-Bags

Summary (a quick, 2-3 sentence summary):
Add a short delay (5-10 seconds) to both seal and unseal a Stasis-bag.

Benefits (How this will benefit the server and game as a whole):
This comes after seeing a few Xenos take advantage of the fact that running up to a retreating medic with a stasis bagged marine in tow and rapidly clicking the bag will eject the occupant and ruin the bag. For a rather expensive item (in terms of inventory space and rarity) this puts a gross disadvantage on the use of the bag.

Details (Description of how you think this would work, the benefits, etc):
Making it impossible for the Aliens to interfere with the bag would be overkill, as would restricting the delay to aliens only. I think a balanced solution would mean a delay to both removing, as well as inserting a wounded person into the bag. Medics would need a few seconds to properly seal a patient before transfer and a xeno would need a few seconds to tear through whatever durable material the bags are made of.
An added bonus would mean less chance of accidentally opening/sealing the bag.
