Anesthetic tank not working effectively.

Bug Description:
With anesthetic on and internals on, you still wake up periodically and can talk and feel the surgery. I am sure this messes with the surgery success chances. When the new surgery update was first implemented and the debug messages were there I noticed that sometimes it was .75 but mostly it was 1 when my patient had anesthetic on. With other surgeries, the patient told me that they woke up or we talked about how this anesthetic sucked.

Steps to reproduce:
1. Have anesthetic on and fall asleep.
2. Wait until you wake up for a couple of seconds.

It happens on regular bay as well.

Can also confirm this occurring while playing as a Sulaco Doc. Makes it very, very difficult to do surgery due to the new mechanics of "no anesthesia fail" check. Also a bit frustrating since there doesn't seem to be an easy way to fix other than to just keep trying.

i find that it helps to swap tanks whenever this happens, in theory this could mean the anesthetic tanks are running out of gas or not supplying enough of the chemical to our patients but its not like we can refill them...

but yeah, any time this happens just swap to a different tank then the one you were using, i've found it works beautifully.

I also noticed it not working properly on any bay station version. I'll take a look at the code.
