To reproduce:
Go to colony surface
Send a message to the Sulaco over general and note the lack of response

It's a bit of an issue when you're screaming for evacuation over both squad and general chat, and you're not getting help because nobody is listening.

No body listening is a entirely different story, But I know it works with squad.
