Medbay/chemistry lockdown

Bug Description:
CMO has no access to the Medbay/Chemistry lockdown buttons in their office. Will test if CO/XO have access and report back

EDIT: CO and XO have access, but not CMO

Also, I don't like that you can't see through the windows in medbay anymore. Makes it hard to tell if theres anyone in the lobby/any doctors around to save your life

EDIT: Windows can be seen through once both sets of shutters have been toggled on then toggled off once

Steps to reproduce:
1.Be CMO
2.Click button
3.Be amazed that nothing happens

i was playing as cmo a couple of matches ago to see the new medbay and of course i wanted to press the buttons but when i pressed them, like you said access denied it would definitely be good if you fixed this.
