Bug Description:
I have noticed that APC doesn't update correctly after any of the equipment that uses power gets disabled or deleted. It will continue to draw power until you manually refresh it by switching anything off and on in the APC interface. Also, computer3 consoles continue to add 20W to the equipment power load untill it gets deleted (And APC refreshed)
Steps to reproduce:
1. Check light load on APC
2. Smash the light
3. Check the light load again, it stays the same until you turn it off and on again.
1. Check equipment load on APC, it adds 20W each tick
2. Delete the computer3 console
3. Check the equipment load again, it keeps adding 20W until you turn it off and on again. Turning it off and on whilst the computer3 is still active will reset the equipment load, but will still start adding 20W.

Anytime you "delete" something it doesn't refresh the loads until a "refresh" is called. It doesn't constantly calculate the power draws unless there's a change to the network.
As far as lights, that's been a long-time SS13 thing, because it's still trying to "power" the light. however, you'll notice if there's a "switch" nearby, if you use the switch, that does refresh the light power draw.
