Unable to use welding goggles while buckled.

Bug Description: Unable to pull welding glasses over eyes while buckled to a chair.


Steps to reproduce:
1. Buckle Self into chair.
2. Attempt multiple times to flip welding goggles.
3. Fail tremendously get blinded welding chairs.

There is a multitude of things you can't do while buckled into a chair and I'm pretty sure they're all intended.

some examples are turning on/off flashlights, moving some things in and out of packs, toggling some items

The fix is easy, unbuckle from the chair.
