Be survivor/marine.
Hear/use general comms.

Yeah this is part of Apophis' 'ghetto fix' that he put into place during low-pop, a permanent fix is being worked on but before this 'ghetto fix' was in place there were literally no comms on the planet at all making marine coordination and victory literally impossible.
