Three Slot webbing as standard issue for Engineers

Summary (a quick, 2-3 sentence summary): Basically, give Engineers a three slot webbing as standard issue. Generally the RO is incompetent and doesn't give webbings to engineers, and considering the amount of stuff engineers have to take, space for ammo is pretty much gone most of the time.

Benefits (How this will benefit the server and game as a whole): Have engineers be able to carry more than just a two or three clips of ammo.

Details (Description of how you think this would work, the benefits, etc): Put like, three standard three-slot webbings in the vendomat.

Implementation (Optional, if you have an idea how to implement it): Unknown. Code I think.
