Grills rebalance

Bug Description:
Well it's not 'bug' it's just coders probably forgot to change numbers. Anyway, with new building rebalance for making grill you need 4 metal rods. Now, when you are using wirecutters to cut the grill you get only 2 as it was before. So it should be 4, because we don't smack the grill out, we cut it properly with tools, so we should be able to recover all materials from it, as it was before rebalance. Please change the number in code when you cut grill from 2 to 4.

Steps to reproduce:
1.Take 4 rods, make grill
2.Cut grill use wricutters
3.Now, try to reproduce grill with only 2 rods that you have recovered, instead of 4.
