Prison map survivors can spawn trapped

Bug Description:
Survivors can spawn trapped in the Prison map. At the very least, spawning in the control room means you're completely screwed, as the APC seems to have power at roundstart, so you have no way of getting out of there.

Steps to reproduce:
1. Toggle survivor on in the prison map
2. Spawn
3. Cry as you cannot escape from the control room.

Also playing as runner I have seen survivor being spawned in Left side prison cell wing, he was inside of Solitary cell(with red door). So he couldn't get out at all.
