Sort of reopen donations

Summary (a quick, 2-3 sentence summary):
Allow people to do $5 level donations since they take up the least amount of time and do not require one joshuu to actually complete.

Benefits (How this will benefit the server and game as a whole):
The people who want to donate will be able to donate, makes people happy, etc.

Details (Description of how you think this would work, the benefits, etc):
Only allow $5 level donations until staff is up to snuff to be able to do $10 and $15 dollar donations. This will encourage more donations and encourage those people who have been withholding their donations to maybe donate a little bit.

Implementation (Optional, if you have an idea how to implement it):
Summon Satan. Make an annoucement like "$5 donations are now open!" or something.

I'd like to donate around Christmas if the donations are up. But I understand if you guys need to keep them down.
