Bug Description: Title, tested with Smartgun.
Steps to reproduce:
1. Set intent to harm
2. Turn on burst fire
3. Shoot single bullet into enemy point blank
Burst Fire doesn't work when shooting point blank.

Burst fire also fails to work when trying to suicide.

It was too OP so it switches to single fire instead when you try it.
