UPCOMING CHANGES TO THE APPEALS/REPORTS SYSTEM

So, we are adding a new rank to the forum side, Investigator. These will be people who will get assigned to deal with specific appeals/reports and will be the point of contact for that appeal. They will be the one who log-dives, gathers evidence, and makes the final recommendation. This will probably be in affect by the end of this tomorrow (if were lucky). A head of staff will still be in charge of "finalizing" the appeal/report, but they will use the recommendation from the investigator to make that decision.
