PMC Gunner spawns without Smartgun or powerpack

Bug Description: Title. Also the PMC Gunner armor refuses to let you put the PMC SMG into suit storage.

Steps to reproduce:
1. Get PMC ERT
2. Have PMC Heavy Smartgunner Spawn
3. Watch as they have no Smartgun and cannot carry any other guns in their suit storage.

He spawns with a Flamethrower.

Not a bug.

Then the spawn in description needs to be changed as well as the armor itself. Additionally the armor refuses to hold anything that isn't a smartgun. Also spawning in with only an incin unit is a huge joke.

Sorry I'm tired. That doesn't excuse my poor attitude, but the idea of a "heavy" unit only having one of the weakest weapons in the game is quite a silly notion to me.
