Give PMC Heavy Gunner/Specialists their smartgun back

Benefits (How this will benefit the server and game as a whole):Spawning in a PMC "Heavy" unit that only has a Incin unit is a huge joke of an ERT and significantly nerfs the firepower of the PMC ERT since the majority of them only spawn with SMGs. Giving them the smartgun back makes them less of a joke and prevents the issue of their armor having an incorrect description and refusing to hold any weapon other than a smartgun moot.

I thought that specs not having the smartgun has a random chance, but if it's really only a sniper, then the smartgun has to be returned.

I'll consider this, but PMCs already have two restricted weapons: Flamethrowers and M42Cs. I'd like to give their SMGs a bonus so they don't swap them for M41As off the bat.

The incinerator unit is not a restricted weapon, it can be bought in bulk by req and used by anyone. Additionally the incinerator unit is the weakest weapon in the game.

Also M42c specialists are not guaranteed spawns in the PMC ERT. It is possible and likely for the PMC ERT to only have SMGs and Incinerator units which makes it the weakest of the ERTs aside from hugger protection. Hell I haven't even seen ape suit PMCs outside of deathsquad in quite a while.
