Bug Description: APC being fed 150000W of power and with a load of 126239W wasn't charging.
This happened after we realized the SM wasn't generating enough power, BUT there was charge in the SMES on the reactor room.
Any clicks on AUTO buttom or typical in-game fixs didn't worked.
Steps to reproduce:
1. SM reactor not generating enough power to supply the whole ship (was at more or less 350000W at that time).
2. SMES not loading, but still with charge and supplying it to the APC. (I checked the wire and there was 150000W).
3. APC visibly not charging (color clue), and when checked couldn't be fixed normally.
IN-GAME BUG FIX:
I turned off the lightning on the APC, and turned on again (forcing it to recalculate the load and refresh).
That is the only thing that fixed the APC. It behaved normally after this step.

It takes time for APCs to update to reduce the CPU load. I also noticed that the volume pump uses more power then the entire upper deck, so I adjusted it a bit.
Either way, while I can't do anything about this, the volume pump should no longer drain the entire APC in few seconds, so it has enough time to update the power network.
