New defences

Summary (a quick, 2-3 sentence summary): Addition of new constructable defenses for engineers, seeing as with the new update you can no longer fire through grilles it makes making a Fob that much harder if not impossible.

Benefits (How this will benefit the server and game as a whole):In the current iteration of the game with the way bullets work there is nothing to fire over anymore, grilles are nigh useless even when electrified and there seems to be no way to make a hardpoint to defend, treat wounded ect.

Details (Description of how you think this would work, the benefits, etc):
-These constructions cannot be made on the Sulaco Z-level.
-Only made by engineers
-Cannot be electrified but can be fired through
-made by plasteel
-You cannot pass through/climb over these emplacements making them pretty permanent.

Implementation (Optional, if you have an idea how to implement it): Sprite some new things...idk how this works honestly, better left to professionals.
