Shotgun pumping bug

Bug Description: Pumping the M37A2 Pump Shotgun generates an empty shell regardless of need to do so. If it is fully loaded and hasn't been fired it will still create an empty shell on the ground, and infinite empty shells can be made this way. Not really game breaking, but still weird.


Steps to reproduce:
1. Get fully loaded shotgun
2. Pump shotgun
3. Infinite empty shells

Okay, its far weirder than just that. I was able to fire off all 8 rounds without having to pump it once. When empty, I pumped it and a box of shells fell out, all spent.
