Make stocks able to be ordered through cargo.

Summary (a quick, 2-3 sentence summary): Just make a different option to order stocks in cargo, as they're very limited to marines. It always runs out first and it's like trying to get a barrel charger, but this time, STANDARDS can get it too, and you can't get any more.

Benefits (How this will benefit the server and game as a whole): More people can use stocks I guess? M41A is usually a stock that runs out and there's like, three of them?

Details (Description of how you think this would work, the benefits, etc): It just orders more stocks for cargo to store in their vendor.

Implementation (Optional, if you have an idea how to implement it): coding????
