Summary (a quick, 2-3 sentence summary): Basically allow marines and aliens to be able to look up/down ladders to check if the area is clear or not, this would generally just stop the stagnation that happens when one side holds one z-level and the other team holds the other one.
So by doing X on a ladder it would reveal a limited area of the Z-level where the ladder goes.
Still not to decide on how you trigger it.
In an example:
-Alien Player decides to launch an attack on the marines from the lower deck of Sulaco.
-Before they go up the ladder they 'look up' the ladder to check the upper deck of the Sulaco ladder for hostiles. (Of course it would be limited vision looking up and down as well)
-Seeing the area clear, alien player decides to launch an attack from that ladder and lets the rest of the hive know.
Benefits (How this will benefit the server and game as a whole): Stops the fear of ladders and should in-theory also help with ladder camping some-what.
Details (Description of how you think this would work, the benefits, etc): Pretty much the summary.
Implementation (Optional, if you have an idea how to implement it): Coding (Would probably take a while to code if even possible and is definitely not a priority.)

Coding wise it shouldn't be too hard actually, just make it like looking via a camera, but hell, what do I know.
+1 less camping, knowing what you're running into.
Don't want to keep asking, "Is the ladder safe?" when people are fighting or possibly dying in easy reach of help.

Not very useful feature because if its pitch black you wont be able to see anything plus aluems usually not place resin crap close enough to ladders and lifts or guarding it right nearby. Still its a nice idea especially in case of huggers boobytraps on ladders so +1

I think it's a benefit for both sides.

This was already suggested after the Halloween map was introduced.
