APC Slashing

Bug Description: Attempting to slash any APC as a xenomorph gives a protected message, being unable to mangle it. Best I can figure out is that it's a holdover from trying to slash the radio tower APC on the ice map and shouldn't be extended to all APCs.

Steps to reproduce:
1. Harm intent.
2. Slash APC.
3. Given message about it being extra protected.

Huh. I thought only Tier 3 offensive castes could slash APCs now (Ravagers and Crushers maybe).

It should not be related to ice map. There is no extra code involved, it just has more HP for that tcomms APC.

I can confirm this as well. Try'd slashing a standard apc as a ravager, I get a warning stating it wouldn't do anything.

no apcs can be slashed currently, regardless of whichever caste you play as.
