Well, I suppose it gets the point across and I'm just arguing semantics.

Note:

• The subject (Guilty party/initiator) in this investigation is the Survivor "Subject's Ckey"/(Rook O'Connor) aka Unknown (as Rook O'Connor)/(S)
• The victim in this investigation is... the Emitter and engineering, I guess.
• The MT/CE "Victim Responder1's Ckey"/(Tyler Fenix) aka Tyler Fenix/(VR1) is a responder on the side of the victim because he A)Didn't participate in the initial event and B) Attempted damage control and called for help to engineering (Yes. Even though the Victim is an emitter/engineering, he still counts as a Victim Responder because he tried to fix the damage)
• I did not fully investigate/judge Subject as really I could/should have just stopped after seeing that Maurovega wasn't at fault. But from what I did find (The entirety of which is in Evidence: because, as mentioned, I sidetracked this appeal somewhat) their words sounded apologetic and they half-brought the topic up at the end of round OOC, which lends credence to this being an accident. Not sure how you can accidentally blow up an emitter, though.
• I also did not fully investigate as to why Maurovega ended up with the ban, but I suspect that it was a BYOND error because his name wasn't mentioned in Apop's investigations. It still may be an Apop error.

Conclusion: This was either a Byond error or an Apop error, Rook O' Conner/(S) is most likely responsible for the explosion, the cause of which I did not attempt to determined.
Perhaps a follow-up investigation on Rook O' Conner/(S) is in order?

Action: Maurovega was Unbanned by myself.
