Iron bears seem to speak english or something

Bug Description:
Iron bears seem to speak english as the default language, but they cannot speak english, leading to them hearing their own speech as garbled. using :3 to speak russian still works.

Steps to reproduce:
1.be standard iron bear
2.try to talk
3.realise you can only understand your and other iron bear speech if you or them use :3

Check your known language for your normal character. People can talk with SOL language if they come from here, etc.

It's mostly a default loadout for the human-player to speak english by default.

:3 is for Russian. But it's kind of weird that their default is English that they can't speak.
There's also a bug that when they get cloned they can speak English just fine.

Still a thing. They can speak it still but can't understand it except the Sergeant.
