Add Visible Count Down/Timer For Orbital Bombardment/Overwatch Options

Per the subject. Would like to see a visible countdown/timer displaying how much time needs to pass before another Supply Drop/Orbital Bombardment, and in the future, other Overwatch options become available.

Gives ROs and their squads better information as to when they can employ and rely on support options.

This could be possible in the future. Resolved, pending actual implementation, though I wouldn't look for it any time before overwatch is revised.
