faster way to remove resin cuffs

Summary (a quick, 2-3 sentence summary):Make it so a fellow marine can remove resin cuffs faster by using a knife instead of taking the normal amount of time to remove them

Benefits (How this will benefit the server and game as a whole):just make it easier to get off if you've been rescued

Details (Description of how you think this would work, the benefits, etc):a marine would have a knife in his active hand when he removes the cuffs, this would remove them faster than if they never had a knife. Of course they would need to not be cuffed as well....

If I am not mistaken, when you are cuffed you can not carry anything. Plus you get knocked down and drop everything on the floor when stunned with tazer and baton. Its nice suggestion though but knife cant cut through cuffs as easy as through zips.

I mean resin cuffs

I'd make it a surgery to hands with the knife in help intent. If the player abruptly move (The one being helped) he risk to get injured with a percent chance
+1 overall it makes sense even thou you need some dexterity.

+1. A marine helping another marine should just be able to cut apart the resin cuffs instantly if he attacked the cuffed hands with the help intent.
